Yeah, i've been thinking i need to have start building my own drums for awhile now. especially cause i don't have $30000 to get that pearl masterworks kit i want lol

I think you're talking about a cymbal sound played in reverse. Just go into your packs and choose the cymbal, place it where you would normally place it in the sequence. When you select the cymbal in the drum sequencer a menu should show up on the left of the screen and at the bottom of that menu you can reverse the track, that's it!
Also, if you are not talking about a reversed cymbal you may be thinking of a klaxon or a synth note that just increases with volume and treble over time.
